Annwyl Lywydd,

Committee on Senedd Electoral Reform

I am writing following David Rowlands MS’s resignation from the Committee on Senedd Electoral Reform to outline how we intend to complete our work.

Since the establishment of the Committee in September 2019, all members of the Committee have worked together on a cross-party basis to gather evidence, deliberate and reach initial conclusions on a number of matters. It is therefore disappointing that the Brexit Party has decided to withdraw from the process at this stage.

Nevertheless, issues relating to the capacity of the Senedd, its diversity and how Members are elected remain of fundamental constitutional significance. We therefore intend to publish a report before the end of the summer recess which draws on the evidence we have gathered, and which sets out our conclusions and recommendations on the matters within our remit.

In order to facilitate this approach, I intend, subject to your views as Llywydd, to use my power under Standing Order 17.46 to call a formal meeting of the Committee during w/c 3 August 2020. The meeting will take place in private, and there will be no implications for Senedd Commission staff beyond the Committee’s integrated team.

Yours sincerely,

Dawn Bowden MS
Chair, Committee on Senedd Electoral Reform
